Gen 1 Minimum Levels (Glitchless)

This is a list of the lowest level at which you can obtain every Pokémon in Red, Green, Blue, or Yellow. It does not contain levels attainable via the Mew Glitch. However, it does assume you have access to all Gen 1 games, Gen 2 games, Pokémon Stadium, and a method of obtaining a level 5 Mew.
